Job Summary

The HR Officer – Recruitment will help coordinate and support the execution of the Country Program (CP) HR strategy and operational plans in support of high-quality programs serving the poor and vulnerable. S/he will provide responsive, high-quality service to address HR programs, services and operations needs in the areas of recruitment, capacity development, onboarding/offboarding, diversity management, and staff care activities designed to enhance the CP’s ability to attract and retain qualified diverse candidates.

Key Responsibilities

Recruitment

  • Ensure that the CP has an up-to-date recruitment guideline that is in line with CRS global policies and local labor laws.
  • Manage the end-to-end recruitment processes for mid-level and junior level positions and ensure that that all phases of staff recruitment processes are conducted in an efficient manner and in accordance with CRS policies and procedures. Advertise all CP open positions internally and externally.
  • Support the CPs’ Senior Management Teams and hiring managers in Job Description development and job alignment to the band, ensure JDs and selection processes are aligned with Respect, Equity, Diversity, Inclusion (REDI) requirements and develop and maintain REDI recruitment data management procedures.
  • Support the recruitment of long-term/short-term project hires for forecasted proposals and project kick-offs.
  • Provide support as needed to Senior HRO and Human Resource Manager (HRM) by ensuring compliance in the recruitment process and providing any guidance on hiring and sourcing of candidates.
  • Conduct all reference and other background checks for selected candidates at all levels.
  • Prepare various recruitment documents such as the recruitment tracker, skills matrices, and panel selections summary reports.
  • Assist in monitoring of recruitment & selection processes including review of guidelines and procedures for continuous improvement.
  • Maintain and share weekly recruitment status reports with leadership. As needed provide support on analytical reports on recruitment related data, metrics and trends on quarterly basis to support in decision-making.
  • Support the HRM on CP gender & diversity management action plans.
  • Capacity building of hiring managers and HR staff on recruitment & diversity management strategies.
  • Provide recruitment support to Somalia Country Program as needed.

Onboarding and offboarding

  • Coordinate and schedule new employee onboarding activities, including orientations, training and introductions to relevant team members.
  • Create and maintain personalized onboarding plans for each new employee.
  • Support HR Assistant in preparing new employee paperwork, including contracts, forms, and benefit enrolments.
  • Serve as a main point of contact for new employees during their onboarding journey, answering questions and providing support.
  • Collaborate with the Assets team, department heads and Hiring Managers to ensure new employees are properly onboarded and have the necessary resources to succeed.
  • Coordinate off-boarding experience, track and oversee the exit interviews, off-boarding materials, and return of organization’s property.
  • Analyze exit survey data quarterly to provide HR team and CP management team with trends / areas for improvement.
  • Process all exit related tasks including, updating all applicable systems, exit interviews, and Human Capital Management system (HCM).

Travel Required: up to 20% of time to field locations.

Qualifications

Basic Qualifications

  • Bachelor’s degree in human resource management, Business Administration, or related field
  • Certification in HR Management would be a plus.
  • Minimum 3 years relevant recruiting experience; demonstrated success in recruitment/talent acquisition with multiple stakeholders preferably with an International or local NGO.
  • Exposure to interviewing techniques, knowledge of HR policies and procedure and labor laws regarding employment.
  • Experience with and knowledge of employment laws, regulations, policies, principles, concepts and practices. Good understanding of the local labour law.
  • Experience with Applicant Tracking Systems, LinkedIn Recruiter, various international development focused job boards and social media to attract talent.
  • Experience using MS Windows AND MS Office Packages (Excel, Word, PowerPoint), Web Conferencing
  • Demonstrated commitment to respect, equity, diversity, and inclusion including gender equality.
  • Membership with IHRM or relevant professional body preferred.
