Qualifications, Skills and Experience Required:

QUALIFICATIONS

  1. Twelve (12) years cumulative experience, three (3) of which should have been at the level of Principal Human Resource Management & Development Officer or in a comparable position in the public or private sector;
  2. Bachelor’s degree in any of the following disciplines: – Human Resource Management or equivalent qualifications from a recognized institution;
  3. Master’s degree in any of the following disciplines: – Human Resource Management, Administration, Business Administration, qualifications or equivalent qualification from recognized institution is an added advantage.
  4. Diploma in Human Resource/Certified Human Resource Practitioners or Equivalent qualifications
  5. Management course lasting not less than four (4) weeks at a recognized institution.
  6. Proficiency in computer applications.
  7. Membership to a professional body where applicable and in good standing; and
  8. Demonstrated merit and ability as reflected in work performance and results.
  9. Fulfill the requirements of Chapter Six of the Constitution.

Responsibilities:

  1. Develop human resources plans and budgets, outlining activities to be undertaken, resource requirements, key performance measures and indicators as well as expected outcomes;
  2. Participating in job analysis in order to develop Job Specifications and competency profiles to facilitate human resources planning, staff recruitment and selection, performance management, job evaluation and pay structure design as well as career planning;
  3. Participating in the recruitment and selection process in order to ensure that SHA has a critical mass of qualified human resource with the required Competencies necessary for implementation of functional strategic management plans;
  4. Overseeing proper records management of information related to human resources development management as well as administrative support services;
  5. Participating in the development and implementation of human resource policies and procedures aimed at enhancing workplace relations in order to gain employee commitment and improve morale by ensuring that employees are treated fairly, uniformly and equitably;
  6. Liaison between Authority Management and the Union in order to promote and sustain industrial harmony;
  7. Attend to trade disputes raised by the union to the Minister of labor and to the Industrial Court;
  8. Planning, monitoring, and evaluating the performance of departmental staff against set targets and objectives and implementing development action plans aimed at building the capacity of individuals and multi-disciplinary teams.
  9. Providing input in the development, implementation and evaluation of strategic human resource management plans and budgets, outlining the activities to be taken, resource requirements, performance measures and indicators as well as expected outcomes;
  10. Conferring with relevant professional bodies and government agencies on the interpretation and application of particular training policies and regulations that apply to public sector organizations;
  11. Designing and coordinating staff training program based on organizational and employee needs;
  12. Developing training resources, which may involve preparing notes and visual displays from researched information or their own knowledge;
  13. Facilitating training programmes using appropriate training methodologies;
  14. Monitoring and evaluating the effectiveness of training programs, using surveys, questionnaires, interviews and observation, in order to plan future courses or to amend existing ones;
  15. Ensuring compliance to organizational policies and regulations, and Planning, monitoring, and evaluating the performance of staff against set targets and objectives and implementing development action plans aimed at building the capacity in the department.
  16. Contribute to the development and implementation of HR policies and procedures to ensure compliance with labor laws.
